Welcome to the Smart City Expo World Congress! This first session of the event aims to welcome the audience to the SCEWC with an opening speech by the event directors Ugo Valenti and Maria Tsavachidis. It will also count on the participation of high-level representatives who will address how cities are working to transform, innovate, and create to live, move & build better.

Scaling innovation efficiently requires a mix of strategies. Secondary markets provide liquidity, enabling early investors to exit and attract new capital. Corporate partnerships and open innovation foster collaboration, bringing external resources to startups. Strategic investments fuel growth without diluting ownership. These approaches create sustainable value and accelerate the development of innovation ecosystems.

To enhance citizens’ well-being, we need to put citizens’ needs in front. And we need to focus on softer technology prioritizing flexibility, adaptability, and people-first approaches. How can digital engagement platforms help foster strong, inclusive communities and how can we better leverage emotional intelligence as a crucial foundation for decision-making and design?

Private capital can be scaled with public capital by leveraging successful public-private partnerships, using policies and incentives to attract private investment, and applying innovative funding mechanisms like blended finance and co-investment privite-public. Amid global shifts, a flexible approach is essential to navigate uncertainties, ensuring sustainable growth and collaborative progress toward the 2030 Agenda for Sustainable Development.

By drawing on examples from a number of cities across the continent, this presentation will explore the extent to which place and space matter, in the age of platforms, social media and digital tools, and essentially offers an alternative conception of smart cities. Rather than seeing the smart city as an ideal to be achieved and yet to be implemented, the argument here is that technology infused livelihoods and everyday innovations are what define the digital age. The smart city exists, in the urban everyday, and is continuously being reinvented.

Do cities have personality? How can we identify and analyze the Citentity of our cities? This session will discuss how The Citentity can help us plan our cities better. It will explore a first approach to The Citentity of three existing cities : Barcelona, Medellín and the Mexican city of Mérida, and how their cardinal and guiding traits make them unique and should mark their evolution and development.

In 2019, 2020, and 2021, 73 pilot projects were selected for funding from the German Smart Cities program, encompassing small towns to large cities. A key requirement for receiving up to 15 million euros was the implementation of digital solutions to promote sustainable urban development. These digital solutions had to be open source, scalable, and transferable, ensuring that outcomes would enhance dissemination and scaling throughout Germany and Europe. As most selected projects are still in the implementation phase, this session presents the first prototypical solutions and achievements of the national program. Additionally, within the “Smarte.Land.Regionen” initiative, an online marketplace has been established to offer solutions for digital public services.

How can urban planning prioritize community well-being, cater to the diverse needs of residents, and enhance the overall city-living experience? This roundtable focuses on the power of urban planning and landscaping in promoting sustainable, equitable, and resilient cities. Discussions will analyze innovative trends in city planning and strategies to address current challenges, providing a platform for urban innovators to share experiences related to building inclusive and resilient cities.

Groundbreaking ideas and visionary plans need finance to become reality. Cities must find financial partners and alternative economic models to achieve sustainable goals, perform community projects, and foster local growth. What options do cities have to finance public projects when national or regional budgets fall short? How crucial is cross-sector collaboration for financing? How can we unlock local investments to shift to clean and equitable economies?

This keynote addresses the need to move beyond traditional top-down and bottom-up approaches in smart city development, advocating for a hybrid model that integrates both. By balancing technological innovations with community-driven initiatives, hybrid smartness creates more equitable and sustainable urban environments. Drawing from the evolution of smart city discourse, this talk highlights how hybrid smartness can solve urban challenges more effectively by intertwining top-down infrastructure with bottom-up citizen engagement. The keynote will explore how this socio-technical integration can reshape cities to be inclusive and responsive to both human and environmental needs.

The CGCC is an informal network of two dozen European technologists from the public sector that gather twice a year to share best practices, foster collaboration, and drive change in our cities. Past topics have included open source, mobile applications, AI, sustainability, and more. The group is co-hosted by the Cities of Paris and Zurich, and is supported by Bloomberg Associates, an international non-profit for consultancies.

On January 2018, while serving as an Officer on a 300-meter carrier, 500 miles off the Hawaiian Coast, an extinguisher exploded in my face, resulting in the complete loss of my sight. I was 31 years old. Some years later, with the invaluable collaboration of family, friends and key entities, I sailed again. And I founded Yes We Sail, a project to make nautical experiences accessible to blind individuals. Our tech solution and protocol aim to empower people with visual disabilities and build a legacy beyond blindness.

The ubiquitous presence of cameras and affordable edge computing, combined with remarkable advances in vision-based AI, present a wealth of new business opportunities. Any process historically monitored by the trained human eye can now be efficiently automated at scale using vision and AI solutions. In this talk, Maurits will first provide several examples of novel vision and AI systems, showcasing how monitoring tasks can be automated at scale, with cameras and AI models working together as “smart sensors” for various business applications. After presenting these examples, Maurits will detail how to build such vision and AI applications, outlining the construction of edge AI vision pipelines. Finally, he will introduce the tools provided by Network Optix to facilitate the easy scaling of innovative vision and AI solutions.

In an evolving social and political landscape, creating inclusive, democratic and just societies is more important than ever. However, how governments respond to citizens' direct concerns will truly redefine agile governance. Cities are key to aligning economic growth and climate goals. This session explores how mayors from Barcelona, Milan, and Manchester are driving reindustrialisation and proximity planning to build competitive, climate-neutral urban economies. We'll discuss how cities can contribute to the upcoming EU Clean Industrial Deal, foster innovation, create jobs, and ensure their work spearhead national and EU policies for a sustainable future.

Following the formation of the new Innpulso Network Working Groups for the period 2024-2027 in September, the session will be used to present the 2024-2025 work plan of each of them (lines of work, expected results, deliverables, planned sessions, etc.). The session will also present the main European funding opportunities open or foreseen linked to innovation and urban development policies.

Cities are where the impacts of extreme heat events are felt hardest. Extreme heat events have been identified as the most lethal of climate-related disasters, disproportionately affecting vulnerable populations including the elderly, economically and socially disadvantaged, and those with disabilities. This session shares lessons from C40 cities on how they act to cool neighborhoods and buildings and protect their residents.

Explore the dynamic interplay of collaboration and innovation in this panel, where leading experts dissect the role of Public-Private Partnerships in propelling smart city technologies and sustainable urban development into the next era.

This roundtable will discuss the fundamental challenge facing cities today: how to reap the benefits of digital transformation and ensure it delivers for everyone, fostering social inclusion and integrating the environmental aspect. The incorporation of new technologies, particularly AI, in defining public policy implementation and decision-making processes represents a paradigm shift that brings evident advantages. However, at the same time, privacy risks substantially increase. For this reason, the design of public policies in environments like smart cities cannot be done independently of data protection regulations. It must be considered from the beginning.

The Ukraine Facility is the European Union’s main investment instrument for Ukraine up to 2027, worth EUR 50 billion, whose key aim is to foster partnerships between Ukrainian and European businesses. One of the main pillars of the Facility is the 'Ukraine Investment Framework' (UIF), designed to attract and mobilise public and private investments for Ukraine's recovery and reconstruction. It is therefore of critical strategic importance that companies both in Ukraine and the European Union can make the best of the opportunities available under the UIF; to learn precisely how they can avail of these instruments to drive Ukraine’s reconstruction and recovery

This keynote presentation highlights how different municipalities are moving towards building sovereign urban intelligence (AI) through the 4th edition of smart city index report published bi-annually. The report is perhaps the only comparative study launched and maintained by a neutral institution to foresee how AI impacts on current smart city practices and future perspectives. The report also added other perspectives to support AI transformation. The longitudinal view since 2017, based on a temporary series of bench-marking data, will provide invaluable insights based on the analysis of 50 cities around the globe.

We will explore three cases of collaboration between cities and territories: XAUL, Barcelona Provincial Council's network of urban agendas; RETOS network, which promotes social and labour development from the Ministry of Labour; and RETTURN, a project of six federations of municipalities that promotes rural tourism and local traditions. Find out how these initiatives transform communities through cooperation and the exchange of good practices.

Despite this, the role cities play in addressing the climate crisis demonstrates how local efforts can drive meaningful results on a global scale. In this session, we will explore the adaptation strategies and best practices cities implement to achieve climate goals.

What are the new developments cities are using to enhance digital services? How are they ensuring a higher speed, accessibility, and efficiency in delivering top-notch city services? As city agencies take the lead in the use of digital technologies to better serve residents, businesses, visitors, and all who depend on urban services, this roundtable will unravel the skills and infrastructures reshaping advanced digital services.

Exploring how co-design enhances research and development, especially in citizen science and observatories within the Blue Economy, fostering inclusive scientific innovation. First, Cos4Cloud's methodology highlights the development of software customized to community needs. Next, the ANERIS project focuses on advancing scientific tools and methods for marine life-sensing and monitoring, exemplifying co-design in marine biology.

Italian Smart Cities will share their initiatives, interests, experiences and needs in terms of digitalization, citizens engagement, living labs and strategies leveraging on a national program (House of Emerging Technologies). The National Cluster for Smart Communities will share an overview of cities’ interests and upcoming developments, based on the resulting analysis of a 2-year program which involved 100 Italian cities.
