Biography
Fernando Stern is a psychologist with a Master’s in Youth Sociology. He has worked as a consultant for UNESCO and the IDB on youth and public security programs. As Coordinator of Digital Government and Citizen Engagement in Niterói, he has led digital participation and communication for over a decade and now drives the city’s digital transformation and citizen service integration.Sessions
